[Pct] 92bis need to add inventor email?

Yet again, we see the stark difference in IT support between WIPO and the
USPTO. WIPO sees a minor problem mentioned (not officially reported)
and immediately puts it on a list to be quickly fused, while the USPTO
continues to have serious issues reported repeatedly for years that remain
unaddressed.
