Hi Anne –
I had something similar happen. I was not paying fees on several filings and so I navigated right to the submission link at the top of the screen instead of using the bottom controls. It glitched in a similar manner 80% of the time I did that that day.

Just tried to submit an Amendment on PatentCenter and it didn’t lead me to the page to get the EAR, just stayed on the Review & Submit page. So I went back into the Calculate Fees page to try and restart the final steps (there were no fees to pay), and it wouldn’t move forward, so I clicked on the Review & Submit page again, but had a feeling I should 1st check to make sure the submission hadn’t actually gone through, since I thought I had clicked the “submit” button. Thus, I went into EFS-Web to check if the submission had, in fact, gone through. And lo and behold, the Amendment and EAR were showing as filed in EFS (and now also showing as filed in PatentCenter).
Meanwhile, my original filing screen window is still open and still shows me as on the Review&Submit page:

I am very concerned that PatentCenter cannot handle the volume of users without being especially buggy. Several of us have experienced the “Search Limit Reached” message today (despite signing out/back in to try and reset and clearing history/cache). And now this.
Likely, the less savvy/experienced users will end up with a ton of issues with PatentCenter (not to mention all the problems we more experienced users will have to work around), and as a result the USPTO will spend additional time/resources trying to fix them.
Where is the efficiency in that? And just in time for the holidays.
