[Patentcenter] Problem with Patent Center preview of IDS Certification page.

I had the same issue with a POA a few days ago.  The preview showed it
blank, the download showed it properly filled.  The file wrapper checked
the next day showed it correctly as well.

So preview I think is simply not functional. You have to download & open
things to check what's filled in.
