[E-trademarks] Notification of Notice of Publication

[Michael Brown]

I have found that the emailed links for Office Actions and Examiner's
Amendments have not worked for months, converting the former one step
click-the-link for a download into four steps of copying the serial number,
going to TSDR, pasting, and then being able to download the communication.
