[E-trademarks] Well this is a new (type of) USPTO failure

I had an error message yesterday that Anti-Virus software was running on
TEAS and I couldn't create a signature link.  I had to wait it out a bit.
This was at approximately 10am AZ time, not exactly late night or super
early morning.
