[E-trademarks] Ridiculous wait times to reach TAC

On Tuesday, when I called at two different times, the wait times were 
183 minutes and 100 minutes respectively.  On Wednesday, I called first 
thing and only had a 43 minute wait time with 27 callers ahead of me.
