[E-trademarks] Post registration failure

Just a guess (??), but it may be that the change of attorney form is considered to be like a Power of Attorney that technically needs to be signed by an officer or one with authority to bind the registrant company. Some years ago, the TMO refused to accept a POA signed by the "Head of Trademarks" of a foreign client because he was not an officer. I went round and round and ultimately just filed a POA signed by an officer rather than fight the issue. I've been doing this for many years and have filed many applications, etc., and the above example was a one-off for me before and after.

Can anyone explain to me how a section 8&9 renewal declaration (signed by a representative of the registrant and not an attorney) can be accepted to maintain a registration, but a change of attorney included as part of that filing is not accepted because "it was not properly signed because a person without clear legal authority to bind the owner signed the filing"?

This was not the case where a US attorney signed any form as part of the renewal.
