[E-trademarks] ITU blocks - paper workaround

Actually Carl, I looked into the filing path, and do not believe that a
mailed or fax filing would work here, as there is no way to pay a fee to
trademarks per the following screen capture:

I believe the route that I may have to take is to file a petition to the
director to accept the SOU, along with a screen shot showing that I cannot
file a TEAS form, and a request for a refund of the petition fee.
