[E-trademarks] Shutdown

What Rachael said. In past cycles when a shutdown happened, the USPTO
somehow had money tucked away somewhere that permitted it to keep
operating for at least 1 or 2 weeks.
Now in 2025 so many things are different about the federal government.
So I am not so sure that it will be the same this time.
