[Patentcenter] Signon letter for Assignment Center

Dear Colleagues:

Please sign on to a letter relating to Assignment Center.  This is one of
the times when there's power in numbers--your voice matters.  Please pass
this on within your firm.

Assignments are currently under review at OMB under the Paperwork Reduction
Act; this letter notes that Assignment Center makes several things more
difficult, and the PTO should book that additional burden.  In the last 24
hours, I got several new anecdotes, see pages 15, 17-18, and 20-21.
Consider the letter frozen--let me know if you spot typos (or substantive
errors!) or if there's a wording that's just too harsh, but no more
anecdotes.
