[Patentcenter] Signon letter for Assignment Center

 Dear Colleagues:

Today's the day -- letter relating to Assignment Center, and PTO's general
software practices.  This is one of the times when there's power in
numbers--your voice matters.  Please pass this on within your firm.

Assignments are currently under review at OMB under the Paperwork Reduction
Act; this letter notes that Assignment Center makes several things more
difficult, and the PTO should book that additional burden.  A helpful
colleague sent a couple screen shots to illustrate problems, see new
pictures at page 18 and following discussion of why they're important.   Since
yesterday, there's no other substantive change.  The letter is frozen
except typos (if you see a substantive error, let me know!  Given the
subject of the letter, correctness is essential!) or if there's a wording
that's just too harsh, but no other edits please.
