" come up with an assignment system that works!" - Of course, they already
HAD a system that works. All they need to do is get EPAS back online until
they've worked out the bugs of the new system. But, apparently their
mystery "stakeholders" (who clearly don't include those actually recording
assignments) are OK with a system that doesn't work.
