Unfortunately, their underlying databases apparently are different and incompatible and take three days to switch over. making keeping both systems operational in parallel impossible. I’m guessing that’s why they could not give access to Assignment Center before shutting down the legacy systems.
Either that or unfathomable arrogance. (Where “or” means either or both.)

" come up with an assignment system that works!" - Of course, they already HAD a system that works. All they need to do is get EPAS back online until they've worked out the bugs of the new system. But, apparently their mystery "stakeholders" (who clearly don't include those actually recording assignments) are OK with a system that doesn't work.
