[Patentpractice] New Patent Assignment Center Inoperable

If it is the case that the underlying databases do not and did not
permit both the old EPAS/ETAS systems and the new Assignment Center
system to run in parallel (which indeed I suspect to be the case), then
think about an interesting fact --- no /bona fide/ beta testing was ever
possible. The only conceivable "pretend" beta testing might have been
mere sandbox testing in some tiny fake of the real databases.
