[Patentpractice] USPTO wasting our time with stupid notices

It surely did cost some amount of money and internal resources at the 
USPTO to craft this Notice, and to pass it around to the half-dozen 
government departments that had to sign off on the Notice, and then to 
enlist the developers to craft the software that generates the outbound 
emails.

Had it been up to me, this money and the internal resources would have 
been spent instead on fixing known bugs and defects in Patent Center.
