[Pct] Filing a PCT with a European Applicant that has a US Office

The real answer is, use ePCT to generate the Request.  It will check 
your inputs and it will independently calculate whether the Receiving 
Office you are trying to use is or is not competent, given the inputs 
that you have entered.
